Are the saddle bags ABS plastic?

No, they are polypropylene.  Same for black inner fairing parts.

If you are asking because repairs are needed  :( , it will not hold with any known adhesive.

Plastic welding is your best option.

I added it to both bikes wiki sections, under body and frame... for future retrieval...

My experience with thinks in tubes, keep for just in case, is they age and
by the time I need it it's not any good.

No.  Polypropylene has too much oil content IMO to allow anything to adhere to it well, with the TapPlastic option as a new and possible exception (which I haven't tried yet).
