Early model flat seat is lowest stock seat.

My inseam, is even less than yours. Same problem on the C10 and C14.
I removed my saddle just to see if it helps, and it does.

So I took the drastic step of removing all the foam from the gas tank to about 6" back, then tapered the foam as smooth as I could get it towards the rear. Having done that lengthened my legs enough so that I could touch the ground at the same time on both sides. So take offs and landings are a tad less hazardous. Yes, I am straddling the frame. But after takeoff, I scoot back a few inches and all is well.

It seems the biggest problem is not the inseam, but the width of the saddle and frame. Precious inches are lost because the saddle is so darn wide. So my solution was to remove all the padding nearest the gas tank. It's not perfect, but it works for me.

I am using the stock saddle and I made the mod myself. Other crafty folks here have lowered their bikes with kits made for that purpose.
