Plugs for carbs

I installed the Murphs block-off plates. I think it came with 2 rubber plugs for carbs. However I noticed that there are 2 other tubes coming off carbs that look like they should also have plugs installed. Please advise
 
In OEM form:

#1 and #4 connect to the tubes for the reed valves, which you just replaced with the block off plates. Both need to be capped.​
#2 connects to the OEM vacuum actuated petcock.​
#3 is capped off. However, #3 is often used to provide vacuum to an aftermarket cruise control. Follow the tube to verify what it connects to.​
