I'm looking into a dual battery setup for my radio conversion Connie and ran across this bit from the NHTSA. It affects the Police-model C14s which utilize a secondary battery and a police accessory harness (which I'm thinking is Kawi P/N P26030-001).

Synopsis: Under certain circumstances, the 30A main fuse can open and cause the motorcycle to stall.

Speculation on my end is that a "smart" dual battery isolator (similar to the one offered for the Mule SxS) was used and was wired with its input tied to the primary battery. The failure could possibly be a result of the secondary battery becoming deeply discharged due to accessory use while stopped. When the bike is started and additional load placed on the primary circuit via the isolator plus "normal" accessory loading, the combined draw exceeds the 30A main fuse rating and thar she blows.

Kawasaki supposedly sent techs to affected departments to address the issue. I'm wondering if any in the industry is familiar with the problem, and exactly how it was corrected.

I bought my 2012 Police Connie from the Salem Or police dept. When I picked up the bike one of the officers told me that Kawasaki sent 2 factory techs to reinstall the wiring harness like it should have been done by the factory ( took them 4 days ). As you stated there was an issue with a fuse and overload with all of the police equipment and after the rework job was completed the dept never had an issue with the bikes. Interesting to note then when I picked up the bike there was a battery tender connection to the auxiliary battery. Needless to say I've had no issues with the bike since all of the police equipment had been removed before I took ownership. Currently i'm slowly going thru the bike and removing the "extra" wiring harness that's no longer needed ---------- slow and careful process.
