I bought the bike with it broken/non-functioning, and I want to replace it. WTF is it called?

That is the COVER ASSY on the 2008-09, P/N 16146-0081 and 16146-0084. There some springs on the underside of it that might have come off the tabs.

That's what I wish I had on my 2012...but in restrospect, I'll probably be happier with a tank bag after I convert the bike to solo seating.
 
here ya go. I'm actually glad I took mine off because mine wasn't opening correctly that's due to the springs not being in the correct position. spring placement is critical or the gears will not be lined up correctly. you will see a raised ridges for putting the spring up against up(holder) when mounting, do not close it when going in at 45 degree angle. hope this helps

here is the rear latch assembly. be careful it could fall out on ya. you should have a rubber seal also. verify that it's there and ok. now that that I have springs correct at the gear assembly, it pops up perfectly🤘(very fast)
if you'd like I'll stop watch lid opening time ,I guess I'll have to figure something out😉

what you see with cover-mounted and working properly. both hinges will slip into their protective trough area.

The biggest issue I've had with my "glove box" is the springs. If they get out of wonky the door doesn't open or close in a acceptable manner. The door should when unlatched open more slowly than one would think. Nice smooth operation.

It's too bad Kawasaki didn't put both the side box on and tank box on the 10 and newer C14's. I know some have put the tank box on the gen 2's but it's a bit of a undertaking without the correct brackets on the tank.
