Bolt holding seat lock

The bolt holdong the seat lock in place (underneath the seat) is very loose. i can not get my fingers or anything else in there to tighten it correctly. has anyone heard or seen anything like this before? I am thinking i am going to have to remove the entire back end (plastic, etc) to tighten this 1 bolt. Suggestions are welcome!
 
That is how you do it.... it's a Kawasaki thing, I had to do it on my ZZR1200 too.
