Scroll Bar near signature???

Where, when, why and how did I get a scroll bar (up down) next to my signature line???
 
Hmmm...interesting. I don't see it when using my iPad, but I see it on the desktop computer. It seems to have something to do with the avatar picture size. It scrolls the pic up or down a teensy bit. Doesn't seem to be on everyones.
Edit to add: Now that I just looked, it seems that if you have a picture or some other avatar under your name, you have the scroll bar. Those of us sans avatar don't have the scroll bar.

I imagine it also depends on what browser your running and if you have the window maximized


I'm on Chrome and Firefox and have not seen this issue yet.
