I ride enough that my tires won't be unsafe because of age, ever. But, this guy has been riding to my work for a couple years now on what appear to be the original tires from 30ish years ago.

If you don't happen to know him at your job site, he might just be clueless ... waiting to be made aware. Could leave a note, saying you noticed the big cracks in his rear tire.Holy crap those are MAJOR cracks !. Accident waiting to happed
Just for the record, Indiana does not require safety inspections on cars or bikes.Do they not have any vehicle safety inspections in your state? Those tires would and should be failed during a inspection. I always tell people that need a tire change that rubber is cheaper than plaster, or a room at a hospital EVERY time, and the new rubber usually puts a smile on your face.
