Rear Brake Pedal Adjustment

I recently adjusted the rear brake pedal down, by adjusting the brake rod, which only results in having to push the pedal down farther before it engages the brake pads. The problem is the pedal still comes all the way up because of the spring.

Is there a way to adjust the initial resting point of the brake pedal?
 
There's no "stop" for the rear brake, adjusting the rod also sets the resting level of the brake pedal.
Some of us have removed the lock nut from the rod, and, you can even take a thread or two off the end of the rod to allow it to go in a little bit further.

If you have a foot peg lowering kit, the normal range of adjustement might not be enough, making the rod modifications necesarry. 

And, something else to check, is the brake pedal arm in good shape, as in not bent?
