serial numbers

AFAIK they are not the same. I recently took the CFO's scoot to the WA State Patrol to have it inspected and they knew that the Engine was not the original one for that frame. I think I must have swapped the engine over by mistake we I rebuilt both hers and mine. I'm not sure how they knew. It could be that it was in some database, or perhaps it is coded some way? Any one any ideas?
 
In California, both the engine and frame numbers are on the title (pink slip). I had to go through the process of changing engine numbers on the pink when I finished the ZGRX 1200 project. Piece-o-cake. Dan
